Appearance
Most, no... Anyone lucky enough to be graced by Ryuunosuke's presence will immediately notice his large, piercing, crimson orbs that have an innocent look but devilish glow, and seem to always be further accented by the dark rings around his eyes. If red eyes are normal to you, then perhaps his black-white hair will interest you? Forehead bangs always pinned back by red hair clips, to the left to be specific, keep the odd-colored locks, that seem to go from white to black, out of Ryu's face
Matching the crazy, yet unique look of his comes the red stitches under Ryu's right eye, down his neck, and on his arms. These are from his past, and "shall never be removed" according to Ryuunosuke himself. Another defining feature, if you look or pay attention enough, could possibly be the fact that Ryu appears as if he hasn't eaten in a long while. Those ribs and collar bones that stick out, well it'd be hard not to think he was starving.
Honestly, you'd think Ryu was a girl upon first look and impression. He has glossy, soft, pale white skin like a doll, thick, long eyelashes, and a body that could be both feminine and masculine. His limbs are very thin and stomach as flat as could be. Adding to that feminine atmosphere of his, Ryu's nose is very dainty and curved, and lips are fairly pink, thin, and always seem to be in a pouting expression. Ryu's jawline is soft and hardly protrudes but instead is lacking in definition, thus his chin is rather small and round instead of squared like the typical male's.
Ryuunosuke doesn't feel insecure about his appearance, in fact he still tends to cross-dress despite his past tending to want to use his looks to his advantage, and maintains his perfection on a daily bases. Just... just don't mention his short stature. That's a whole different story.

Personality
Childish, playful, mature, intelligent... scary; those are all words that could easily describe this twenty year old male. Ryu's aura is that of a child's and he's someone you'd honestly put down or underestimate, but you'll quickly find out, once you get to know or work with Ryu, that you were wrong. Very wrong. Sure, he is indeed childish and enjoys games greatly, mature beyond his age, and far more intelligent than you'd think, but Ryu has a dark-side.
Now, everyone has a dark-side of course, but Ryu's tends to get out of hand very easily and very quickly. He's not bipolar, but an extreme hot-head. Those who work with Ryuunosuke know not to mess with the boy or that he's a force not to be reckoned with. There's no reasoning with a mad-man, after all.
Due to his history, Ryu feels empathy for children and adults alike. You could say empathy comes fairly easy to him. He dislikes those who take souls other than himself, because Ryu hates for anyone to feel pain and also because Ryu sees himself as a God that knows whats best for everyone. Anyone else's opinion is nothing to him. Overall, however, Ryu has a big heart that takes work to get him to show.
Though strong on the outside, Ryuunosuke's morality is something that should and could be questioned. He's weak, susceptible to dark influences, broken, and impossible to "fix". Memories, tragedies, anything strong enough to move Ryu's heart in a displeasing way can wreck his insides. That big heart of his is tainted and shattered, fragile packaging with a warning label.
Now don't expect Ryuunosuke to treat you with the utmost kindness, respect, loyalty, and sympathy. Screw him over, make him angry, anything that makes this hot-head's blood boil could cause utter chaos. Ryu will forget about his manners and natural policies and beat the soul out of you. Literally. Not only is Ryu fragile but he's a ticking time bomb waiting for the timer to hit zero. He'll take a life with no hesitation or regret. This also applies to criminals. So, you'd better watch yourself around Ryu. He's a good guy, honestly, but don't forget a bad guy as well.

Background
Ryuunosuke Hiyuki isn't the real name of Ryu. Born in Yokohama, Japan to Aimi and Daichi Minami, the two once-loving parents of Ryu were expecting a baby girl. Instead they were presented with a bubbly baby boy, much to their disappointment. Out of hatred for their new child and desperation for a female child, they named Ryu "Kumiko" upon noticing the feminine features of Ryu. Aimi and Daichi planned and thought that their child could indeed be the girl they wanted after all.
As a child, "Kumiko" was presented with dolls and dresses by his parents as the adults hoped that this would send away any male tendencies that their baby boy would have. It seemed to work for the time being. Timeskip forward to kindergarten. Children would make fun of "Kumiko" for wearing female clothing and playing with girl's toys despite being a male. "Kumiko" finally realized that what he was taught to do was wrong, though when he presented his parents with this conclusion "Kumiko's" parents yelled at him, beat him, did anything in their power to keep "Kumiko" the way they wanted him to be.
Sadly, "Kumiko" had to suffer through this torment for many years. Not to mention the rude children at school who teased him, along with the insecurity and anger eating up "Kumiko" on the inside. No matter what happened, however, "Kumiko's" hue never clouded up surprisingly when the Psycho-Pass system was invented.. Being fairly intelligent for a young age, "Kumiko" used this to his advantage. You'd think he would sit and take the pain, endure it and not care, but no. "Kumiko" was different. He wanted revenge and revenge only. One night, after days and days of plotting and michevious doings, "Kumiko" burnt down his parents' house, killing Aimi and Daichi in the end. It was thought that the fire had been an incident especially since "Kumiko's" Psycho-Pass had never been better, thus "Kumiko" was set free. Or so he thought.
"Kumiko" wasn't in an orphanage for very long. A male swooped by, picked him up, and gave "Kumiko" a place to stay along with food to eat and unconditional love. Much like you'd expect an angel to do. After a year, though, things became... different. "Kumiko's" caretaker would act strangely towards him. "Kumiko" brushed this off and continued to live life happily and as he chose.
One night, however, "Kumiko" would soon realize he should've taken action earlier. He was tied up by his adoptive father and trapped in the basement. Apparently, "Kumiko's" new caretaker was a mad scientist that needed a guinea pig and had decided that a reject like "Kumiko" wouldn't matter to society, thus convincing himself his acts wouldn't be wrong to commit.
Hidden from society, "Kumiko" was abused daily by the one he'd decided to finally let in his life, to trust, to tell everything to. His heart broke in two, and Psycho-Pass finally clouded up to the point where he could be shot and temporarily paralyzed. "Kumiko" suffered day and night, locked in a basement with only a small window and light-bulb hanging from the ceiling for light. No child should ever be treated this way, nor was this a proper childhood, so you could only imagine how much this changed "Kumiko". Sure, he'd killed his original parents, but that didn't affect the boy at all. This, this truly changed "Kumiko" for the worse.
Eventually, "Kumiko" was angered and driven so insane his Psycho-Pass was illegal to the point where he could get himself killed in the presence of a Dominator. Beaten, broken, scarred, and now insane, "Kumiko" had finally had enough of these "experiments" his adoptive father performed on him that hardly ever worked anyhow. Waiting for the perfect moment, using his natural intelligence and way of life he'd learned for all of those tiring, painful years, "Kumiko" attacked his caretaker and used a syringe to stab the adult in the heart to his death. Numb to any type of pain with all the traumatizing events in life and stress, "Kumiko" could care less. In fact, the sight of blood from people who deserved to be killed in his eyes excited the now teenage boy.
Stitching up the odd scars he'd been given, hair changed from black to an odd black-to-white style, black circles formed around his eyes, skin lightened to a ghastly pale; quite liking his new look, "Kumiko" made the idiotic move of not clearing his Psycho-Pass. Instead he went on a rampage, targeting and killing those who were criminals. He got close to gangs and then cleared them out one by one. "Kumiko" now Ryuunosuke Hiyuki according to himself and soon the government along with the world was a highly wanted, latent criminal charged with more murders than you can count on two hands. Using his smarts, and oddly enough a scythe he'd chosen as his weapon as a "new God", Ryuunosuke got away with a lot more than he was even credited for.
All good things must come to an end. Drunk and on a killing spree high, at seventeen years, Ryu was caught in Tokyo, Japan. Immediately he was discovered with an amazingly high Crime Coefficient and in a matter of one hour had been surrounded. Laughing like a maniac, Ryuunosuke accepted death. However, a few Inspectors and Enforcers felt bad for this "problem child" and named him so, giving Ryu a free-pass to a center that would help him get better.
After three months in the cursed center, and registering his new name to be official while given required treatment that never worked mind you, Ryu was offered a position as an enforcer in the Division of his choice, since his skills could apply to any Division and since every one seriously needed more Enforcers. He chose Division #5 out of interest in the chosen names for the different positions. Picked out for his high, advanced knowledge in about anything and everything, combat skills, and high Crime Coefficient (making Ryu extremely easy to eliminate if things went wrong) Ryu, once transported to America, began training and using his skills as a different form of his idea of being "God".
Three years later and Ryuunosuke Hiyuki is still an Enforcer, now a professional at his job, taking down any criminals in his way. Those who work with him joke around and call him "Lab Rat" from time to time, much to Ryu's amusement. He sort of likes the affectionate name. His Psycho-Pass is still clouded, only a little lower than when he was used as a guinea pig. Yet he still works knowing he's being ruled like a bug trapped under a shoe. Not that there's a choice, right?
