The obsessive shadow of "The Edge", Joel Arteaga is a darkly figure that greatly contrasts the current leadership of Public Safety Bureau. He's an unkempt man, careless of his appearance, yet still retains his physical prowess from his former life with a bit of intellect to follow. His usual garments consist of fitted suits, resembling the visage of most Inspectors or better yet, the typical hitman.
There isn't much distinction of his taste for clothing, but beneath the cloth lies a barrage of bullet-ridden scars from top-left of his torso to the mid-section of his chest. However, the chances of seeing the unsightly damage are slim to none.

Personality
Personality shows weakness, a weakness that Arteaga cannot afford to display for his sake. So, it is no surprise that he exhibits zero emotions under normal circumstances and generally insensitive to almost everyone. However, there are times he shows controlled violent behavior and aggression, particularly to members of Public Safety Bureau. In fact, his distaste for MWPSB goes as far as the Sibyl System for reasons unknown. Yet, at times of solitude, he displays grief and disdain as stronger emotions boil beneath his cold exterior. One could say he still has strong feelings for someone in his past.
Background
Joel H. Atreaga, otherwise known by the alias "Iscariot", was born and raised in Arequipa, Peru on April 25th, 2087 by Luis Arteaga and Julianne Cathy Arteaga. Two years later, he was followed by his sister, Nicole Arteaga. Both children were raised in a predominately upper-middle class neighborhood consisted of politicians, private sector administrators and even military officials. However, life for the children was far from luxuriant. They were deprived of any security or comfort at home, mainly caused by the father's erratic behaviour and their mother's inability to provide any relief from physical abuse. This prompted most neighbors to file complaints to the proper authorities, but none of the investigations provided any evidence for charges. Julianne and her children continued to suffer from neglect, abuse, and eventually molestation.
The authorities were continually monitoring Luis Arteaga until all such activities were temporarily suspended due to the extreme rise of civil unrest and domestic terrorism on March 11th, 2093. The violence continued to spread from other cities into Arequipa, prompting heighten state security and military presence. However, it only provoked great loss of government buildings and the business sectors, urging many of the non-native occupants to leave the neighborhoods. At this time, Julianne Arteaga was admitted into a hospital by an attack meant for Luis, who later fled the country without his children in fear for his life. Abandoned and alone in a civil uprising to rid the country of corruption, Julianne and her children remained in Arequipa until June 16th, 2095.
Not much is known after their departure from Peru, but according to various sources, Julianne lived in Central America for a few months and then in Baja California before eventually settling in the United States, in fear for the lives of her children and herself if their father sought them out after the "The New Butcher" incident. In the States, the Arteaga family kept their heads down for a long period until October 11th, 2109, the death of Julianne C. Arteaga as listed in the Dellmere obituary. Shortly after, Joel H. Arteaga entered the Public Safety Bureau's CIC on April 7th, 2110 and completed in October of 2114.
His sister Nicole seemed to have vanished from his life after he became an Inspector for Division 3 and met fellow Inspector Felicity Temperton, Inspector Andrew Garcia, Enforcer Alexis Melbourne, Enforcer Roderick Valdez, and Analyst Lindsey Hall. Division 3 had grown to become the exemplary group of the entire MWPSB, until December 20th, 2119, an internal incident which led to the deaths of 2 Inspectors, 3 Enforcers and 1 Analyst of Division 3; Andrew Garcia, Alexis Melbourne, Roderick Valdez, Lindsey Hall and one charred remains of another Enforcer were announced dead at the scene. Joel H. Arteaga was unaccounted for among the deceased, yet was convicted by Felicity Temperton of being the culprit behind the incidents, which were recounted as first-degree murders.
According to the Public Safety Bureau, Joel H. Arteaga has been declared a dangerous criminal to the organization and the public. Later in 2120, the Public Safety Bureau named Joel as Iscariot, renown terrorist to the plot bombing of the MWPSB HQ a year ago.
